loadConfigSync(cwd: string): ContextConfig
Load and validate STAN configuration synchronously.
Parameters
- cwd: string
  Repo root or any descendant; the nearest stan.config.* is used.
Returns ContextConfig
Parsed, validated ContextConfig.
