Register plugin rules that must always be in the agent's context.
Parameters
- api: PluginApi
  The OpenClaw plugin API passed to register(api).
- options: {
      content: string | PromptContextProvider;
      priority?: number;
      registrationId?: string;
      timeoutMs?: number;
  }
  Content and registration options.
  - content: string | PromptContextProvider
    
    Static text, or a (sync or async) provider evaluated per prompt build.
  - Optionalpriority?: number
    
    Hook priority (higher runs first; controls concatenation order).
  - OptionalregistrationId?: string
    
    Stable registration id.
  - OptionaltimeoutMs?: number
    
    Per-handler timeout in ms.
Returns boolean
true if registered; false if the host has no api.on.
Remarks
Provider errors are logged (via api.logger when present) and yield no injection for that turn; they never fail the prompt build. Registers no timers or process handlers.
