toToolName(prefix: string, name: string): string
Tool name for an entry: prefix_snake_case_name.
Parameters
- prefix: string
  Tool prefix (normally the component name).
- name: string
  camelCase entry name.
Returns string
The tool name.

Throws
Error when the result isn't 1-64 characters of [a-zA-Z0-9_-].
