Resolve a content path under silo (or the default silo when omitted), joining segments onto the silo's base path.
Parameters
- silo: string | undefined
- segments: string[]
- options: LoadConfigOptions = {}
Returns string

Throws
UnknownSiloError when silo is given and not configured.
