Read the task and dispatch it (the body of taskFileDispatcher).
Parameters
- options: TaskFileDispatcherOptions
- deps: TaskFileDispatcherDeps = defaultDeps
Returns Promise<"skipped" | "previewed" | "dispatched">
'skipped' when the task file does not exist, 'previewed' for --print-task or --dry-run, else 'dispatched'.
