The absolute path of a core template: task-templates/<name> at the
package root. The name is confined to that root: an absolute, UNC or
drive-qualified name, any .. segment, or a name that resolves (through
symlinks too) outside the root is refused, so a template or include
name can never put another file into a worker's task.
