selectCandidate(candidates: StalenessCandidate[]): StalenessCandidate | null
Select the candidate with the highest effective staleness.
Parameters
- candidates: StalenessCandidate[]
  Array of candidates with computed effective staleness.
Returns StalenessCandidate | null
The winning candidate, or null if no candidates.
