Module core/rrstack

RRStack ↔ react-hook-form behaviour with no JSX and no Semantic UI: the conversion layer between form data and @karmaniverous/rrstack options, plus the shared timezone and CSV helpers. The Semantic HookFormRRStack and any other renderer import from here rather than owning copies.
