Attach options/arguments for the cmd plugin mount.

Note: the plugin description is owned by src/plugins/cmd/index.ts and must not be set here.
Parameters
- cli: GetDotenvCliPublic
  The cmd command mount.
Returns Command<[string[]], {}, {}>
The same cli instance for chaining.
