Create a DynamoDB table for a specific version directory (tables/NNN) from table.yml.
Type Parameters

  Entity-manager config map.
Parameters
- client: EntityClient<C>
  Target EntityClient (used to create the table).
- em: EntityManager<C>
  EntityManager resolved for this version (used for drift/refresh).
- version: string
  Version token (NNN).
- Optionalcfg: VersionedLayoutConfig
  Versioned layout config.
- Optionaloptions: CreateOptions
  Create options (validate/refresh/waiter, etc.).
